From what I've heard from friends whose family members live in smaller towns and villages, they haven't really been impacted by lockdowns since 2020. Health codes and testing requirements seem to be the norm across much of the country, but I suspect this initial relaxing of pandemic measures is going to be more focused on reducing the lockdown pressure in tier 1 cities, since they're the ones who have made the most fuss about it. It seems like people are able to tolerate health codes and testing, even if they don't particularly like or agree with it. It's the hard lockdowns that are starting to feel like a step too far for some.
