Today China may be the second largest economy in the world, but it has one of the lowest levels of education of any nation.

Only 12.5 percent of China’s labor force has a college education. This is lower than any country at China’s level of development, and even lower than many poorer countries. For comparison, the rate of university education in the Taiwanese and South Korean labor forces in 1990 was 45 percent and 37 percent, respectively.

About 30 percent of China’s current labor force has a high school education. But only 11% in rural areas and rural areas are the source of the future work force as 70% of China’s children have a rural hukou. It is not a optimistic picture for China or those of us at China’s doorstep.

Scott Rozelle and Natalie Hell have authored a very insightful book on this subject. Invisible China . University of Chicago Press. Worth a read.
