There was zero chance that could have happened in that period because the US wanted Chiang Kai-shek's government to be a bulwark against the PRC, and US conservatives were dedicated to restoring the ROC to mainland China rule. If you look carefully at what Pompeo and Pottinger have said, they still advocate bringing democracy to Chinese; not Taiwan independence.
Taiwan independence is very much a defensive move; while advocating democracy for all mainland Chinese is an offensive move aimed at toppling the Chinese Communist Party from power, and restoring something like a democratic Republic of China to power. (Its proponents like Pompeo or Pottinger are unclear about how they would do that. Steve Bannon has some ideas which do not sound like they are based on reality.)
You are committing presentism, which is projecting the current situation and values onto the past when circumstances were completely different, and happens when people don't understand the social, political and historical context of times past, and how they are different from the present.
