The best solution from the west's perspective is mass murder of Chinese on Chinese; this would burn China's resources as it fights a civil war, without the west having to expend any energy.
Think Taiping rebellion in the 21st century. FYI, 20M Chinese were killed in that rebellion, and it destroyed the Qing dynasty's hold in southern China so much that it relied on Imperial Chinese Maritime Customs(which was British-managed) to collect duties for the Qing court.
China has always been divided between southern Chinese and northern Chinese; the southern Chinese are more outward-looking while northern Chinese look to Beijing for direction. Xi is very much northern Chinese in his outlook because he emphasizes consolidation of power in Beijing under his direct rule.
