The UN is a fine forum for discussion of global orders, but everyone knows that it has ZERO enforcement powers for anything. The US and other western powers have publicly ignored its jurisdiction for certain matters such as the ICC (International Criminal Court in The Hague), and also is not a signatory for the International Law of the Sea.
