Alexander Mercouris gives a very good discussion about how Russia and China use the term "international law" and the US and UK use the term "international rules-based order". He argues that that the US State Department is effectively trying to weaponize humanitarian law (human rights law), as something which can be used to attack Russia and China on human rights grounds. He concludes that he does not understand the US's attempt to do this because it runs against the fundamental interests of many nations, including some which are US allies. This is a very good commentary, and is worth watching till the end.
