From what i have seen, the Party believes that AI will save China's per-capita GDP from stagnating because of a smaller workforce. By using robotics and AI, the Party believes that it can continue to grow China's per-capita GDP even while the workforce shrinks. Per-capita GDP only counts humans, while national GDP is simply an aggregate number on the national level. For economic data purposes, per-capita GDP is a more accurate measurement of productivity.
