All the talk about 战略机遇期 is a reference to how the Trump administration has handed a massive opportunity to China to expand its influence far beyond what Xi had originally intended before Trump came into power. Basically, the Party is saying that this is a great opportunity for China to grow and become powerful ahead of Xi's original timetable, and that Party Central should take advantage of all opportunities, and that while some opportunities may look like threats in the beginning, they are in fact disguised opportunities. China is playing a game of go, where it wants to surround US/western areas of influence, prevent them from expanding, and then, when the timing is right, choke them so that they no longer have influence. Pompeo is looking for quick wins, and because of fears about China in EU, the EU is handing them to him. But they feel more like press releases than anything prolonged, or a long-term strategy. Under Biden, the US pressure will not let up, but it will be much more predictable because it is no longer based on the whims of a single individual. The EU in general, and Chancellor Merkel in particular, understand that the EU only benefits when they play the role of the wild card, siding with China on some issues and with the US on other issues. If they side solidly with one side or the other, they lose. Brexit is working out well for the EU now because with the UK out, the EU no longer has a US proxy to block consensus on policy.
