Xi's interpretation is more "rule by law" than "rule of law" as it has been understood in the west. This rule by law suggests that he wants this to largely supplant "rule by directives", which is what the CCP has traditionally used, especially when making dramatic political changes. Ultimately, "rule by law" means whatever laws Xi approves of, not a true 法治社会 where laws are debated and discussed before they become law.
