You don't think it's mainly a technology thing with them? My impression is they think if trade tensions are reduced generally, the US is less likely to limit technology transfer to them. Of course, at this point, they're dreaming... so I agree, I'm also surprised at how eager they are, don't the discussions seem sort of futile? It's not 2010 anymore...
