It seems like both that the frozen food thing is true, and that they are using it as an excuse to say the virus didn't originate in China for political reasons (both to deflect blame from the party domestically, and to prevent a foreign consensus forming around China in a negative way).

If that's true, I feel bad for their epidemiologists who are required to back it up.
