"Some sort of order with humans" - once again I sense a reference to supposed "human nature." Now you're saying that human nature is so untrustworthy that tyranny is needed to keep us in line. Those who follow this line ignore the better parts of "human nature": altruism, compassion, and honesty. If you look for them, there are many examples of people living in freedom who don't "need" tyranny to function.
