n.b. one of the amusing ironies is that the Russian Federation is quite multicultural, offering minorities extensive rights, the right to education in a minority language, right to petition courts and government bodies in the minority language, rights to regional autonomy in majority-minority regions, etc..

Contrast with Ukraine which is an aggressively centralizing regime that is seeking to galicianize everyone else in the country.
