@A: US constitutional and political constructs, as laid down in the late 18th Century, and modified after the Civil War in the mid-19th, were focused on protecting the interests of the propertied class, who were invariably white, male and almost exclusively descendants of English, Scottish and Dutch migrants.
Of course, it was also deemed important at the time to ensure the entry into the United States of southern slave states (hence the preponderance of power given to the states--something that was adjusted after the Civil War, but not enough to correct the USA's "original sin"--the legacy of race hatred and systemic discrimination).
