US China policy under Trump and Biden has looked like selective containment. True to a degree under Obama as well; I remember students at Tsinghua grilling me about this in 2011. It's just that the gyre keeps widening...such that the White House isn't sure what to do about Trump's capital controls and NYSE delistings. I outlined my view of where this leads in Foreign Affairs last week: https://www.foreignaffairs.com/articles/united-states/2021-04-26/new-age-autarky One of the more interesting possibilities is a revision of the Trumpian Clean Network project into an alliance policy to create an innovation bloc. Melissa Flagg at CSET has been doing cool work on this. I imagine the Biden admin is very open to it. Such a policy could have the substance of the campaign-era "techno-authoritarians vs techno-democracies" trope but avoid the problem that some US strategic allies are...well, authoritarian at times, and techno when they can be.
