I don't know, but the environmental impacts of cotton has been raised as a concern to Chinese environmentalists for at least the last 20 years. I remember doing interviews on the subject among campaigners in the early 2000s. Cotton is a notoriously thirsty crop and my guess is that Xinjiang is like other cotton in China: heavily reliant on unsustainable irrigation (from where, I haven't looked into).
