I can certainly understand your reaction thinking it was JVL! Just read this in a AP article: Francis “appointed the vast majority of electors, often tapping men who share his pastoral priorities, which suggests continuity rather than rupture.” Fingers crossed. (Lapsed, now ex-Catholic here, BTW.)
