It would be easy enough to create such conditions in some hospitals by simply concentrating patients in a few locations. This would lead to some hospitals overflowing and others completely empty.

There was considerable anecdotal evidence at that time that - patients were being sent to hospitals which were not their closest/normal hospital - other hospitals were completely empty.

I'm not saying that this definitely happened - but it is a possible explanation which would explain the observations from that time.
