I took Xi's speech of confirmation and extension of views that he's expressed so far. I think he's been remarkably consistent in both his message, the direction of change and the tempo of change. Part of it is being driven by the challenges China faces in terms of demographics. I think that the communist party is also clinging on to a tiger's tail of nationalist sentiment that they can't put a lid on. Finally I think Xi is rolling the dice on the west and ASEAN being psychologically and politically weak and not being able to respond in a consistent cohesive manner. I think he's right, I don't think anyone apart from Putin and the Myanmar junta has the stomach for the measures that would be needed to stop China.
