China's massive military build up started in the 1990s, after the first Gulf War scared China, but American military presence in Asia in 1990 was at a low and going much lower due to the focus on Middle East wars on terror. China's build up had nothing to do with an American build up in Asia, quite the opposite, it was an American absence in Asia that opened the field for China as Ukraine still does.
