i don't think so - its easy to read too much into this. He had a choice on how he had to spend his time and chose to focus on R&D and development than a more public role that would inevitably mean more interactions with the CCP leadership. Doubt he wakes up in the morning thinking "I really wish i could spend more time with the government..."
