The tariffs are working (note - i would not have advocated a tariff - forward approach) because they highlighted an issue and have created some financial incentives for serious analysis of relocating supply chains and creating alternatives to China-based supply. i would argue China was not quite ready to have this happen but the Made in China 2025 program and more aggressive posturing across the board helped create the rationale for the tariffs
