China's consul generals have been in constant discussions the last few months with every possible US trade organization to garner support to end tariffs and lecture the US side on the harmful effects of the "competition" rhetoric. It's pretty clear they feel that more engagement with the business community would help their case in D.C. not sure that is going to happen this time
