i think this is a very important point that policy folks in the U.S. have been slow to realize. Beijing started forms of decoupling years ago. this is not a recent phenomenon. But they were not ready for the U.S. to jump on board from the U.S. side and begin to question cooperation with China across a broad range of technologies
