When the "made in china 2025" initiative created a strong pushback, the initiative didn't stop, only the promotion/highlighting of it by China. In the summaries of the Plenum (admittedly short at this point) that i have reviewed, the absence of a detailed discussion of BRI means nothing in terms of its ongoing activity. I would be surprised if it didn't continue apace, learning along the way, with no external promotion for a while.
