I think the better argument for Bukele's actions from a libertarian perspective is that the gang members were very obviously uniformed enemy combatants, they just happened to wear their uniforms under their skin. It was very clear who they were, who was affiliated with and supporting their violations, so there was no real question. No worries about violating the rights of the innocent in this case.
