I think this is an important point. Hamas isn’t just a random group in the state, they currently are of the elected government. If the Republican Party decided it was going to launch a raid into Mexico along these lines, I would rather expect the government to arrest those involved and do what it could to fix the situation. Doing nothing implies it supported the act. And if the citizens continued to support the government, then they also support it. Not all, but then any group has differences, that’s the key problem with collective state action.
