it is an interesting debate as to whom one should criticise/blame for what happens in china. personally, when talking about politics and policies, I always refer to the ccp, never to china and rarely even to the chinese government.

but it is also surely over the top to blame (or want to sanction) all 93 million members. to what degree are they responsible for policy? my view is that anyone at 厅长 rank or over is responsible and could/should be sanctioned. that is somewhere between 40-60,000 souls (on the assumption that avowed atheists are permitted to have them).
