Taiwan needs to concentrate on hedgehog capabilities, to make landing an invasion force very difficult and to consolidate an invasion too painful, as you say. but no, I don't think that liberalism was to blame. perhaps the need to get American support, for which pandering to the us armaments may have seemed necessary.
