It started with Mulroney. Cuts to programs to build low and middle income housing, cuts to healthcare, cuts to hospice and home care, and cuts to student loan programs started under Mulroney in the late 1980s.

I suppose that with the election of Mulroney, Canada was succumbing to what had already taken root in the UK and the US with the election of Thatcher and Reagan. It was a world phenomenon. But neoliberalism radically changed Canada and not for the better.
