As a Brit, I can tell you that the police are still investigating to see if they can find out who is responsible for the beatings. They already have the consul as he has given a TV interview saying that it was his 'duty' to pull the protester's hair. Once they have established that, the government will ask China to waive their diplomatic immunity. If, as expected, they won't, then 'diplomatic consequences' will follow. Which I hope means that the consul will be expelled.
