Citizens can fix that, once motivated. Sadly I think CA has consumed the KoolAid. I hear stories that long time liberals agree the state is doing fine. They probably already own their own house and have a secure income. But many are beginning to question so vote with their feet. If the tax basis collapses change will arrive.
