Trump attempted to stop the lockdowns which he knew we killing the economy. His major efforts were an attempt to save smaller businesses that were being crushed and family fortunes in those businesses destroyed. He was trying to maintain commerce. There were places eager to accept economic collapse if it meant Trump gone. They could easily see policies elsewhere were allowing the economy to reopen successfully without serious consequences despite the narrative of widespread contagion.
