vaccines seem to enhance cases (as seen in israel vs palestine though difference in testing rates makes comp fraught) and also in individual time series where they make gompertz curves flex.

based on UK data, they do seem to reduce deaths. but deaths per capita look near identical in israel and pal.

theoretically, if you doubled cases and halved liklihood of death, you'd be flat on actual deaths.

what i'd REALLY like to compare is all cause/excess deaths. unfortunately, that data does not seem to be available for palestine.
