Yes--both of mine are under age 5, and the youngest is just now turning 1, so he hasn't been in masks. My oldest has been since she turned 4 last year, and I have been fighting them weekly since Youngkin passed the EO. They finally made it optional last week, but I'd say only about 20% of her classmates are maskless (although this probably varies throughout the day as 4 year olds aren't exactly very reliable in their 'safety' practices). They are still making parents and staff mask. We are moving the 4 year old to a catholic school next year for PreK where it has been optional for some time.
