America doesn't need more regulation of technology with current export controls, the entity exclusion list, RnD compliance with the Uniform Guidance 2 CFR § 200 and the System Award Management renewal system. With this oversight America already has world wide transparent compliance with technological funding for research.

Further where technology can be distributed too is transparent but poorly coordinated between DoD and Dept Commerce. They are not cooperating well enough, with the later being much more hawkish name companies on the entity list. It is clear that DoD is much more sanguine about the nature of the problem while the Dept of commerce list is much more political.

Further how many cases by the FBI have actually made successful prosecution for steeling IP by the PLA scientists? Last I heard was DoJ withdrawing more cases.

The US has used the Economic Security act over 100 times since the 1990s when it was brought in... why not simply apply this now?

Point here is that given the multiple checks and balances that have been in existence since the 1990s and that have evolved over the last 20 years, there has been a systematic transparent and accountable system that is delivering results. However the results being delivered do not fit with the political narrative that China and the PLA are stealing tech. Calls for more "transparency" just mean "lets find the evidence that fits the narrative".
