Lock up gangsters without trials is without context. They accepted the word of the gangster that they were in fact murderers. You see the gangsters had tattoos that described in great detail the illegal actions of these gangsters and the courts allowed it as evidence that they in fact did kill people based on tattoo evidence.

Those tattoos were not only to intimidate the general population as well as inform other members of the murders and crimes they have done like a resume, but were eventually taken at face value by the court. Pun intended
