That's a bit too cynical. We need police to enforce laws that make living in a community possible. This is not just a human thing, all of nature does it anytime there are parts of an organism or superoganism that cooperate. The temptation to get benefits while avoiding costs (free riding) is always there, so we have an immune system monitoring for cancer, and worker bees monitoring each other for aberrant behavior en.wikipedia.org/wiki/W… as two examples of policing in nature. The trick is to prevent it from becoming totalitarian, which nature mostly DOES NOT do, except in the case of consciousness (we have somewhat independent/agentic/subsidiary cognitive modules or sub-personalities) and in the case of human groups bigger than the Dunbar number.
