It has been debated and discussed but abandoned because it violates "women's rights" according to feminism; my own wife was called "sex criminal" and "traitor" by her feminist friends in 1995 already. It is possible some commune or region may have tried it briefly back then. On the other hand, we have very generous child support which is not tied to income, but is paid out automatically every month.
