Hard to say, but ultimately given how things have been since this started (a lot of push-back from the very beginning), I don't think most people will accept the vax mandates at all. Things have been weird here. This used to be a very conservative area but sadly it has been infiltrated with Bay Area people fleeing the stupidity they voted for, all while they continue to vote the same up here—big disconnect with their voting and what happens as a result. So now there are more of them up here than before and this is more of a purple county now. For example, in the recent recall election Newscum prevailed here, disappointingly. There's a bit of Covid theater going on, but it seems like most people are fiercely resistant and there have been relatively few confrontations anywhere, kind of a live and let live attitude mostly. So there have been a lot of "work-arounds", i.e. put a sign up saying "masks required" to make it look like you are complying, but then the reality is "wear them if you want, don't wear them if you want" and no one challenges you. Theoretically you can get fined for not wearing a mask inside stores etc., but in reality no one has been charged.
