If China signs up to the two ILO conventions on forced labour the ILO will have to investigate all reported cases. This was the problem some years ago with Uzbekistan cotton picked by school children. ILO was not allowed to visit Uzbekistan for years. ILO might not wish to force the hands of China but we might be in for a long stalemate.
