The construction of centralized quarantine facilities is a logical step in their zero-Covid policy, because now they can’t afford to lose face with that strategy. But I would not be surprised if there is someone who sees this step as a lack of confidence in their own vaccines. And as you have commented, if these facilities are to be permanent, what purpose will they have once the pandemic has been controlled?
