I agree with Stephen's perspective. However, I would look further back in China's imperial history to the Qing emperor Qianlong's restrictions on Western trade and the burning of the Summer palace some 60 years later. Xi is following an age old China strategy to keep foreign influence out of the Middle Kingdom.
