Lila, do you have examples of the Chinese central government following international labor or environmental rules which are not favorable to China? The Chinese government certainly reformed labor practices and raised minimum wage rates starting about 8-10 years ago because improving income inequality was an important initiative to promote social stability and harmony. From my experience, environmental improvements can a successful local effort when they aren't blocked by powerful interests on the commercial or government side.
