The sourcing shift of apparel from China to Vietnam, Bangladesh and other lower cost countries has been going on for 10 years. It started under Hu when the Beijing government began to vigorously enforce it's labor laws, rates and benefits. The punitive tariffs may have accelerated some shifts but China had been losing labor intensive enterprises for quite awhile.
