Actually I meant co-existence is the only option for superpowers in our nuclear proliferated world. Does nuclear parity with China matter is just a few PRC warheads get to LA, SFO, Hawaii, and the Northwest.. Who will be around to applaud if we hit every Tier 1 city in China?
