That's the problem. Critical mass is...critical. I found out just a few days ago that a large employer in my city (4,000 people) was unable to put in place a vaxx mandate because enough people refused to comply so they would have lost too many employees. The refuseniks had critical mass. Lots of places people either eagerly lined up or folded to pressure.
