Some of the police were supportive of the protesters. 3 police chiefs resigned in the early days (the chief of police in Ottawa, his replacement after only 2 days, and a chief from a nearby town). In my opinion, they didn't want to be part of what was being planned. When things turned violent, yes, it was the police. The truckers were peaceful throughout. And I think those police were brought in from other jurisdictions. The lady that the horse trampled had a great spirit and recovered from her shoulder injury. PS: I would have loved to see the hot tubs in person!
