I'm in Latin America. Since 80% of the economy is informal, these people pay no taxes or anything, so the Government cannot take away their licenses or fine them. Bribing cops is usual for speeding tickets, it's common for people to import things and bringing them into the country without control, we have a fake papers market that's really famous, etc. The govt. issuing vaccine passes will only affect the 20% of formal businesses that DO pay taxes, and even if passes are done, there will be a black market for fake passes, because the Govt. won't be able to put in place a digital database. This is the complete opposite to Chile which was lauded as the most formal and first-world Latin American country. They're screwed.
