I think Biden has to posture (properly) as attempting proactive discussion with Xi to keep allies firmly on board. If there is any chance "words can persuade" it had to be tried. If Xi remains unaffected, then defensive alliances will more tightly coalesce in their own interest.

Many also complain the chip blockade is ineffective. But the rules have to be written and laid down first, as a fair warning to both CN and all the players involved to what may come. They can, and will, be tightened over time based on how the chessboard reveals itself (as it is quickly doing).

I think most in the defensive alliance know that Xi won't change his stripes. So things will look differently a year from now.
